Xi Jinping Calls for Global AI Cooperation, Warns Against Single-Country Dominance

His remarks come as governments worldwide seek to balance rapid AI innovation with growing concerns surrounding governance, safety, and equitable access.

AI should benefit all countries

Delivering his keynote address, Xi said international cooperation should guide future AI development.

“AI development should not be a solo performance by a single country, but a symphony of international cooperation,” he said.

Xi also urged governments to strengthen oversight through regulation, monitoring, and emergency response mechanisms.

“We should put in place laws and regulations, technological monitoring, early warning, and emergency response systems… to ensure AI is always under human control.”

He said policymakers must address issues surrounding algorithmic decision-making, ethical governance, and widening technological disparities as AI adoption accelerates.

China announces new international AI initiatives

As part of its broader strategy, China announced plans to provide 5,000 AI training opportunities for developing countries over the next five years.

Xi also said China will establish AI cooperation centers with organizations including ASEAN, BRICS, the African Union, the League of Arab States, the Shanghai Cooperation Organization, and the Community of Latin American and Caribbean States.

In addition, Beijing announced the creation of the World Artificial Intelligence Cooperation Organization, an independent intergovernmental organization headquartered in Shanghai that will focus on promoting international AI cooperation and governance.

The announcements were made during the four-day World AI Conference, which brings together more than 1,000 technology companies and features approximately 3,000 AI-related products, ranging from advanced AI computing systems to autonomous consumer technologies.
